


State Rep. Doug Wozniak (R-Shelby Township) today voted in favor of a legislative plan to strengthen Michigan’s defenses against foreign threats, aiming to protect residents, safeguard state security, and preserve economic stability.
House Bills 4233–4235 and 4238–4242 would enhance restrictions on foreign entities flagged on federal watch lists, preventing them from gaining influence in Michigan’s economy, education system, and public sector.
“Michigan cannot afford to ignore the threats posed by hostile foreign nations,” Wozniak said. “Our state must be a place where the safety of our people, institutions, and resources come before foreign interests. We must act before these risks materialize, not after damage has been done.”
The plan is a response to concerns surrounding the influence of countries like China within Michigan, particularly considering recent developments involving Chinese-owned battery plants in Marshall and Big Rapids. That has raised alarms about the proximity of these facilities to National Guard bases and other critical infrastructure.
“Protecting Michigan’s future should be a shared priority for all lawmakers,” Wozniak said. “I’m proud to support these vital protections.”
The package would:
- Prevent foreign entities of concern from collecting sensitive information by blocking prohibited apps on government devices.
- Ensure public schools, colleges, and universities do not accept grants conditioned upon an anti-American agenda from foreign countries of concern.
- Prohibit public bodies from entering into constraining agreements with foreign countries of concern.
- Ensure public economic incentives are not awarded to foreign entities of concern.
- Protect the personal health information of Michigan residents by ensuring healthcare record technology is physically maintained in the U.S. or Canada.
- Protect the safety of Michiganders by preventing entities of concern from purchasing land near military bases and other critical infrastructure.
