Rep. Pavlov backs plan to increase transparency in local tax decisions
RELEASE|April 3, 2026

State Rep. Joseph Pavlov recently voted in support of legislation aimed at increasing transparency and public participation in local tax decisions.

House Bills 4583 and 4584 would require new or increased local millages and school bond proposals to appear only on the November general election ballot, when voter turnout is highest. The plan ensures decisions that directly impact property taxes are made with broader community input.

“Property tax increases affect every homeowner and family in our communities,” said Pavlov (R-Smiths Creek). “These decisions should be made when the greatest number of people are paying attention and able to have their voice heard.”

Currently, many local tax proposals are placed on low-turnout ballots in May or August, where significantly fewer voters participate.

“This is about fairness and transparency,” Pavlov said. “Requiring these proposals to appear on the November ballot helps ensure the outcome reflects the will of the people, not just a small group of voters.”

House Bills 4583 and 4584 passed in the House and have progressed to the Senate for further consideration.
