Harris measure encourages blood loss prevention on Stop the Bleed Day
State Rep. Mike Harris and the House of Representatives on Thursday approved Harris’ resolution to encourage Michiganders to learn bleeding control techniques to save lives.
“During my service as a police sergeant and an EMT, I saw firsthand how quickly a life can be tragically lost to uncontrolled bleeding,” said Harris, R-Waterford. “I also saw how quickly a life can be heroically saved, when someone nearby knew what to do. Thankfully, it doesn’t take an EMT or a paramedic to stop the bleed until the professionals can arrive. Anyone can respond if they’re properly trained, and the admirable Stop the Bleed campaign encourages everyone to learn how to prevent blood loss.”
House Resolution 114 declares May 22, 2025, Stop the Bleed Day in Michigan. The national Stop the Bleed campaign raises awareness and trains people to prevent blood loss in emergencies.
“Today, by recognizing the national Stop the Bleed campaign, we are raising awareness,” said Harris, R-Waterford. “We promote bleeding control training. We encourage Michiganders across the state to learn how to prevent blood loss. And we honor those who’ve already stepped up, often in the most difficult circumstances, to save the lives of others.”
Harris introduced a bipartisan bill earlier this year to require high school health classes to include Stop the Bleed training. His House Bill 4107 is part of a larger plan that would also support blood loss prevention by protecting people who intervene in bleeding emergencies from frivolous lawsuits.
The House adopted HR 114 by voice vote.
