Rep. Albert talks about his new legislation to grant all Intermediate School Districts in Michigan that raise at least $690 per pupil through their local millage for special education an additional 1 percent reimbursement from the state.  Rep. Albert says inequitable funding in special ed is a statewide issue and that all students suffer when special ed is not properly funded.
