Rep. James Lower, R-Cedar Lake; audio on Senate overturning Executive Order

Rep. Lower, the sponsor of HCR 1, talks about Senate passage Thursday of the resolution, which overturns the Governor’s Executive Order earlier this month to reorganize the Department of Environmental Quality. Rep. Lower argues the EO overstepped the authority of the Governor and that he was troubled by its treatment of Michigan agriculture. The last time an EO was overturned by the Legislature was in 1977.
