Rep. O’Malley talks about his HB 6148, which would establish a new state Department of Emergency Management that would help direct the state’s response to natural disasters or pandemics. Currently, those functions are handled by the Michigan State Police. Rep. O’Malley says almost all other states have stand-alone agencies. The measure is being considered by the House Military, Veterans and Homeland Security Committee.
