Rep. Frisbie leads Stop the Bleed legislation with broad coalition

LANSING — State Rep. Steve Frisbie, drawing on his career as a firefighter and paramedic, today highlighted progress on his Stop the Bleed package to protect Good Samaritans and expand bleeding-control training in Michigan schools. House Bill 4847, sponsored by Frisbie with support from a wide group of colleagues, was introduced on September 4, reported from the House Health Policy Committee on September 17, and referred to second reading on the House floor.

HB 4847 updates Michigan’s Good Samaritan law to provide civil immunity for individuals who, in good faith, apply bleeding-control techniques in an emergency. Covered actions include applying direct pressure, using dressings, wound packing, or applying a tourniquet before professional responders arrive.

As a firefighter and paramedic, I know how fast a person can bleed out and how much those first minutes matter,” Frisbie said. “This legislation gives people the confidence to act, protects Good Samaritans who step in to save a life, and helps schools teach practical, lifesaving skills.”

The proposal is tie-barred with House Bill 4108, which creates the new Good Samaritan section for bleeding-control aid, and House Bill 4107, which strengthens school training by encouraging hands-on instruction for grades 7 through 12 and ensuring first-aid response kits include bleeding-control tools.

The House Health Policy Committee advanced the bills with bipartisan support. Stakeholders supporting the effort include Stop the Bleed, the Michigan Trauma Coalition, the Michigan Health and Hospital Association, and the Michigan Sheriffs’ Association. The next step is a vote of the full House.
