Rep. Lucido speaks on the House floor Wednesday prior to passage of his HB 4947, which  defines “juvenile” in Michigan to mean a person who is less than 18 years of age, rather than the current standard of less than 17, and raises the age of a person (from 16 to 17) whose case must be transferred to the Family Division of Circuit Court.  Rep. Lucido, an attorney, argues the legislation will keep kids from serving time in adult prison, which he says makes a bad situation even worse.
