Rep. LaFave: Plan to end deer baiting ban approved by Senate

State Rep. Beau LaFave said a plan he co-sponsored to end the ban on feeding and baiting deer and elk in Michigan was approved today by the Michigan Senate.

LaFave said the ban – issued by the Michigan Natural Resources Commission in August 2018 amid concerns about the spread of chronic wasting disease (CWD) – is hurting outdoor enthusiasts and local businesses.

“Right now, people can be arrested and jailed for three months if they throw an apple in the back yard – all because of this unscientific ban,” said LaFave, of Iron Mountain. “The NRC is making criminals out of people who enjoy feeding wildlife and hunters who use bait, even though there’s no scientific evidence that feeding and baiting contribute to the spread of chronic wasting disease.”

LaFave also believes the baiting ban is a violation of the Americans with Disabilities Act.

“The ban makes it nearly impossible for the disabled and elderly to participate in the management of our deer population,” LaFave said. “If you’re wheelchair bound it’s incredibly unlikely you’re going to be able to sneak up on a deer. Baiting is a very reasonable method people with disabilities rely on so they’re able to hunt with success.”

House Bill 4687 would allow people to engage in baiting during open seasons on deer and elk in Michigan.

LaFave said the NRC’s overregulation of hunting activity in Michigan is chasing people away from the sport and leading to a reduction in licenses. Revenue from hunting and fishing licenses provides critical support for conservation the state’s efforts.

Last year, hunting and fishing license sales made up 20 percent of the Michigan Department of Natural Resources’ entire annual budget, equal to $83.5 million. These funds were used to aid the recovery of endangered and threatened species, including restoring thousands of acres of habitat and wetlands.

House Bill 4687 will return to the House for a final vote before being presented to the governor.
