Rep. Kesto talks about House passage Wednesday of his three-bill package of legislation that sets a 45-day time frame, with an allowance for a 15 day extension, for mental health competency exams for parole decisions and standing trial.  The legislation flows out of the 2017 bi-partisan CARES (Community, Access, Resources, Education and Safety), which Rep. Kesto co-chaired. He argues setting a time limit on competency exams will effectively act as early intervention and speed up treatment.
