House Judiciary Committee Chair Graham Filler talks about Committee passage Tuesday of a bi-partisan, multi-bill package that will allow 17-year-olds to be treated as minors within the juvenile system in most circumstances beginning Oct. 21, 2021. Prosecutors would continue to have the discretion to waive minors who commit violent crimes into the adult system when appropriate.
